Pencil says “War Souvenir South Africa” on the side. I’m assuming it is a field relic from the Boer War, as the bullet casing indicates it is a “303” caliber which was a British army rifle during that conflict. The base has the telltale punch that indicates it is made from a used shell casing. There are also the following markings, all equally spaced around the base; “II”, “5”, “C”, indicating that it was a 303 Mark II “Cordite” bullet.
